Medium Combustion Plant Directive (MCP or MCPD) Bulletin

The Medium Combustion Plant (MCP) Directive (EU 2015/2193) is a European directive that aims to improve air quality by seeking to limit emissions from boilers and generators.

Specifically it introduces limits for Sulfur Dioxide (SO2), Nitrogen Oxides (NOx), and dust or particulate matter (PM’s) for ALL gas, oil or biomass fired boilers and generators that are sized between 1 – 50 MW. (1)  

The Directive has already been introduced into UK law and will continue to be a requirement post Brexit.  The regulations apply across the UK but the implementation of the Directive is a devolved power.       

For Natural Gas and Oil fired boilers there should be no issue with Sulfur Dioxide or dust emissions however for all boilers that have an output of more than 1000kW then the following limits for NOx  emissions for new boilers will apply

A new boiler     under this Directive is any boiler in scope that is put into operation (2)     after the


20th December 2018.


Boilers that are in scope and brought into operation before this date will be classed as     existing installations and are     permitted to have higher ELV’s than those in the Table above.



As well as being required to meet the ELV’s indicated, the operators of all new boilers will be required to register the installation and obtain a PERMIT for its use.  In England and Wales the Environment Agency will be the permitting body.  The application for a permit should be made by the plant operators – for the majority of gas fired boilers it is expected that this will be a routine online application -  


In addition to a Permit, boilers will be required to be tested shortly after commissioning to demonstrate compliance with the ELV’s indicated.  Periodic testing will be necessary to confirm that the plant continues to comply thereafter. 

Hoval Boiler models affected by this Directive as follows

UltraGas 1150 and UltraGas 2300D. (3)

CompactGas  1000, 1400, 1800, 2200 and 2800

Max-3 plus 1000, 1250, 1500, 1800, 2200, 2800

Max-3 E 3000, 4000,  Max-3 E 5000 and 6000   -  the Condens E versions will also be in scope.

SRplus  (with revised max/min outputs) 1000, 1300, 1750, 2000, 2250, 2500, 3000, 3500, 4000 MCP versions available.

SRHplus (revised max/min outputs) 1750, 2000, 2500, 3000, 4000 MCP versions available.  

STplus (revised max/min outputs) 1150, 1450,1750, 2500, 3000 MCP versions available.

And the biomass fired STU 975 (twin ceramic filter units required to comply with the MCPD).

The pre-mix burners fitted in the Hoval UltraGas boilers have no difficulty in meeting the ELV’s.   The other Hoval boiler ranges (Max-3plus, CompactGas, SRplus MCP, SRHplus MCP and STplus MCP) have a matched burner capable of full compliance.  

Please seek further guidance from Hoval for the most appropriate selection.   

Please note that boilers and plant brought into operation before the 20th December 2018 will not be subject to the above ELV’s nor will they require permitting until a later date. 


(1) Boiler/generator input on a net calorific value basis.

(2) Put into operation means that the plant must have been fired with its design fuel up to its full   load, this can be but does not have to be commissioning.

(3) UltraGas D models 1000D, 1150D, 1300D, 1700D, 2000D comprise of smaller boiler units (< 1000kW) and should therefore be out of scope of this Directive.
